NC DMV Appointment Checklist

For a Level 1 Limited Learner's Permit, the teen must bring proof of age and identity (a certified U.S. birth certificate, valid passport or passport card, Permanent Resident Card, or consular report of birth abroad), proof of Social Security number, one proof of NC residency (two if you want a REAL ID), a Driving Eligibility Certificate from their school, and proof of completing Driver's Education. Yes. For any applicant under 18, a parent or legal guardian must be physically present at the appointment to sign the application. Digital and faxed signatures are not accepted, and there are no exceptions. If another adult is bringing the teen, they need written, signed consent from the parent or guardian. Without it, DMV staff will turn the teen away.

No. The NC DMV only accepts an original certified birth certificate or a certified copy issued by Vital Records. Hospital souvenir certificates and photocopies are not accepted. If you don't have a certified copy, request one from the Vital Records office in the state where the teen was born. It can take a few weeks, so don't wait.

For applicants under 18, the NC Driver Handbook lists documents that carry the teen's own name and address: NC school records, a lease naming the teen as an occupant, a tax return listing the teen as a dependent, medical records, a bank statement in the teen's name, mail from an organization such as a sports team or scout troop, or a hunting or fishing license. Adults use utility bills, bank statements, leases, pay stubs, or government documents showing the address. A utility bill in a parent's name is not on the minors' list, so bring at least one document that names the teen. One document is required for a standard permit, two for a REAL ID.

NC DMV knowledge test appointments are booked through the official NCDOT portal at skiptheline.ncdot.gov, and they open only seven days ahead. An appointment is not required: every driver license office takes walk-ins from opening until it reaches capacity, and the NCDMV office locations page shows an estimated wait for each office. Afternoons are the quietest time statewide.
